インド論争

原子力開発をめぐる米印間の取り引きが論争をよんでいる．NPTに参加していないインドの核開発を特別扱いすることは，イランや北朝鮮の核開発を批判するアメリカの二重基準を浮き彫りにする．また米印が手を結んで，成長著しい中国を封じ込めようとする一歩ではないか，という観測もある．そこで大事になるのは次のような見方．

Indian officials have "no interest whatsoever in trying to contain China because they believe this could be a self-fulfilling prophesy, and their whole policy is to seek the best possible relationship with China and to try to shape their policy to that end," he(Robert Blackwill) says. "Neither India nor the United States is interested in any kind of containment of China," Srivastava agrees. 要はセキュリティ・パラドクス（自分の身を守ろうとする行為がかえって相手の不安を誘い，攻撃を招いたり，軍拡競争になったりすること）を招きかねない，ということ．冷戦の教訓をどう読むとるべきかが問われていると思う．
